The board of directors shall have the following powers and duties: 1. To manage and conduct the business and affairs of such authority; 2. To make and execute all necessary contracts; 3. To acquire by lease, purchase, gift or otherwise and to operate and maintain all necessary and convenient county correction and detention facilities, including but not limited to facilities for incarceration of criminals, juvenile detention and correction facilities, mental health and alcohol and substance abuse correction and detention facilities, kitchen facilities, medical facilities and other equipment and supplies for the full equipment of such facilities; 4.
