Whenever a plan for major highways has been adopted and filed by the county planning commission, the board of county commissioners, upon recommendation of the county planning commission, is hereby authorized and empowered to establish, regulate and limit, and to change and amend, building or set-back regulations on such major highways, and to prohibit any new building's being located within such building or set-back lines outside the corporate limits of any city or town.
