as condition for approval of zoning ordinance. The county commissioners of any county or the governing body of any incorporated city or town or the planning commission of any county, city, or town or the board of adjustment of any county, city, or town or any other governing body, board, or commission having authority to approve or disapprove a zoning ordinance or resolution or a recording of a lot-split deed shall not require the dedication for street or road right-of-way purposes of any easements or other interest in land as a condition for the approval of such zoning ordinance or resolution or the recording of a lot-split deed.
