Any person aggrieved by any order or decision of the building inspector may appeal from the order or decision of the building inspector to the board of county commissioners. Such appeal shall be in writing and filed with the county clerk within ten (10) days after the order or decision is rendered by the building inspector except in cases of emergency. The decision of the building inspector shall be final in cases of emergency which in his opinion involve imminent danger to human life or health. He shall promptly cause such building, structure, or portion thereof to be made safe or removed. He is further authorized to vacate all occupants of the unsafe building or structure and any adjacent structures, as he may deem necessary.
