body of city. The county commissioners of any county of this state are hereby authorized to enter into a contract with the governing body of any city, the county seat of such county, for the purpose of erecting, maintaining or operating a building to be used for city hall and county courthouse purposes or as a county-city jail or either or both of them, on such terms and conditions as may be agreed upon by the parties thereto.
