A.A petition signed by at least twenty-five percent (25%) of the registered voters in the most recent election may be filed with the county clerk, verified by the county election board and then presented to the board of county commissioners, praying for the incorporation of a district under the provisions of the Ambulance Service Districts Act. The petition shall give a legal description of the area which the petitioners propose to be incorporated into the proposed district and shall state: 1. That the residents within such territory are without adequate ambulance service to meet their needs; 2. That the installation, maintenance, and operation of an ambulance service is necessary to serve residents of the district; 3. That service will be conducive to and will promote the public health,
