PROCEDURES FOR ADOPTING RULES (a) The county clerk of Oklahoma County shall adopt rules, pursuant to Section 1-9-526 of this title, for the operation of the filing office designated in paragraph (2) of subsection (a) of Section 1-9-501 of this title. Initial rules for the filing office shall be adopted on or before January 1, 2001. These rules may be amended or repealed and additional rules may be adopted at any time in the same manner as initial rules.

(b)The county clerk of Oklahoma County, or a designee, shall conduct a meeting which complies with the Oklahoma Open Meeting Act at which public comment regarding the proposed rules may be given and received orally or in writing.
(c)In addition to any notice required by the Oklahoma Open Meeting Act, notice shall be given of the proposed
