A.The municipal clerk shall, not less than thirty (30) days and not more than forty (40) days before the maturity of any installment of an assessment, publish in two (2) successive issues of a daily newspaper, or in one (1) issue of a weekly newspaper, which is of general circulation in the municipality, a notice which: 1. Advises the owners of the land affected by the assessment of the date when the installment and interest will be due; 2. Designates the street, streets, or other public places for the improvement of which the assessments have been levied; and 3. States that unless the installment and interest shall be promptly paid, the installment and interest shall bear interest at the rate of twelve percent (12%) per annum thereafter until paid, and that proceedings will be taken acco
