A.A municipal governing body, by and with the written approval of the State Highway Commission insofar as state and federal highways may be affected, may grant to the United States of America, or any irrigation district, conservancy district, or water users' association, organized under the laws of Oklahoma, the right to close, inundate, destroy, alter, or appropriate any municipal roads or streets in the municipality in connection with the construction, development, operation, or maintenance of any irrigation, reclamation, water conservation and utilization, flood control, military, or national defense project, for needful public buildings, or other public projects being constructed, operated, developed, or maintained by the United States of America, or any
