The parking station improvement shall not be commenced if, within thirty (30) days after the last publication of the resolution ordering the improvement, written protests have been filed by both: 1. A majority of the record owners of property liable for assessment within the improvement district; and 2. The record owners of more than one-half the area liable for assessment in the district. The governing body shall be judge of the sufficiency of any protest and its decision shall be final and conclusive. Names may be withdrawn from any protests by the signers thereof at any time before the governing body convenes to determine the sufficiency thereof.
