Before establishing an improvement district for parking stations, the governing body may conduct a survey and investigation for the purpose of determining: 1. Suitable locations for parking stations; 2. The approximate cost of acquiring and improving the land therefor; 3. The area to be included in the improvement district or districts; or 4. The percentage of the costs of acquiring and improving such parking stations which shall be paid by the municipality and the property owners within the district. A written report on such survey and investigation shall be filed in the office of the municipal clerk.
