statement and estimate A municipal governing body may establish and maintain a municipal hospital and do all things necessary and proper in its discretion pursuant to the authority granted to it by the Constitution and laws of this state to further the ability of the municipality to provide hospital service. After the establishment of a municipal hospital, the governing body shall include an item in its municipal financial statement and estimate of needs for the following fiscal year to maintain the hospital. The municipal governing body may engage in transactions to manage, lease or operate a medical facility outside the municipal limits to provide a benefit to the community or lessen the burden of government which does not solely provide a benefit by generating administrative fees.
