intent. It is the intent of the Legislature that the facilities and residential programs established or contracted by the Office of Juvenile Affairs affirm the dignity of self and respect for others; promote the value of education, work, and self-discipline; and develop useful skills and abilities that can be applied when the juvenile is reintegrated into the community.
