When the board of trustees of a regional water  and sewer district deems it necessary to construct all or a part  of the sewers provided for in the plan devised in accordance with  section6119.19of the Revised Code, the board shall declare by  resolution the necessity thereof. Such resolution shall contain a  declaration of the necessity of such improvement, a statement of  the districts, areas, or parts thereof proposed to be constructed,  the character of the materials to be used, a reference to the  plans and specifications, where they are on file, and the mode of  payment therefor, and shall publish the resolution once a week for  not less than two nor more than four consecutive weeks in one  newspaper of general circulation in the area or as provided in  section7.16of the Revised Code
