If a corporation entitled to a refund under section5733.11or5733.12of the Revised Code is indebted to this state for any tax, workers' compensation premium due under section4123.35of the Revised Code, unemployment compensation contribution due under section4141.25of the Revised Code, unemployment compensation payment in lieu of contribution under section4141.241of the Revised Code, certified claim under section131.02or131.021of the Revised Code, or fee that is paid to the state or to the clerk of courts pursuant to section4505.06of the Revised Code, or any charge, penalty, or interest arising from such a tax, workers' compensation premium, unemployment compensation contribution, unemployment compensation payment in lieu of contribution under section4141.241of the Revised Code, certified cl
