In construing and enforcing division (D) of section5703.99of the Revised Code, the act, omission, or failure of any officer, agent, or other person acting for or employed by any public utility, company, firm, person, partnership, corporation, or association acting within the scope of  his employment shall be the act, omission, or failure of such public utility, company, firm, person, partnership, corporation, or association.
