The board of county commissioners shall give  notice to the owners of lands through which the proposed road will  pass of the filing of the petition provided for in section5553.41of the Revised Code and the date and place of the hearing thereon.  Such notice shall be served on such owners personally, or by  leaving a copy of such notice at the usual place of residence of  such owners at least five days before the date of the hearing on  said petition. Proof of service of such notice shall be made by  affidavit of the person serving such notice. If any of such owners  are nonresidents of the county, the board shall give notice to  such nonresidents by publication once each week for two  consecutive weeks in a newspaper of general circulation in the  county or as provided in section7.16of th
