Notwithstanding sections153.65to153.71of the Revised Code, a county engineer may combine the design and construction elements of a bridge, highway, or safety project into a single contract, but only if the cost of the project as bid does not exceed five million dollars. When required to use competitive bidding, the county engineer shall award a design-build contract in accordance with sections307.86to307.92of the Revised Code. In lieu of the requirement for plans, the county engineer shall prepare and distribute a scope of work document upon which bidders shall base their bids.
