The bridge spanning the Todd Fork that is part of the highway known as United States route number twenty-two and that is located in the municipal corporation of Morrow in Warren county shall be known as the "PFC Edward O'Dell Mullins, Jr. Memorial Bridge."

The director of transportation may erect suitable markers upon the bridge or its approaches indicating its name.
