(A)Within nine months prior to the release of a youth from a secure facility under the control of the department of youth services if the youth is serving a sentence that is more than one year, or within a reasonable time if the youth is serving a sentence that is less than one year, the department of youth services shall attempt to verify the youth's age and identity in order to satisfy the requirements of section4507.51of the Revised Code.

(B)The department shall provide each youth who does not have a current valid and unexpired state issued identification card or driver's license with the application described in section4507.51of the Revised Code. The department shall submit any completed application, along with a color photograph of the youth and documentary evidence of the youth's
