(A)Except as provided in division (C) of this section and division (C)(2) of section5139.06of the Revised Code, the department of youth services shall not place a child committed to it pursuant to section2152.16or divisions (A) and (B) of section2152.17of the Revised Code who has not been institutionalized or institutionalized in a secure facility for the prescribed minimum period of institutionalization in an institution with a less restrictive setting than that in which the child was originally placed, other than an institution under the management and control of the department, without first obtaining the prior consent of the committing court.
(B)Except as provided in division (C) of this section, the department of youth services shall notify the committing court, in writing, of any
