The department of youth services shall adopt and promulgate regulations prescribing the method of calculating the amount of and the time and manner for the payment of financial assistance granted under sections5139.27and5139.271of the Revised Code, for the construction or acquisition of a district detention facility established under section2152.41of the Revised Code, or for the construction and maintenance of a school, forestry camp, or other facility established under section2151.65of the Revised Code.
