Not less than seventy-two hours before a public children services agency or private child placing agency enters into an agreement with a parent under division (B) of section5103.15of the Revised Code, an assessor shall meet in person with the parent and do both of the following:

(A)Provide the parent with a copy of the written materials about adoption prepared by the department of children and youth under division (C) of section3107.083of the Revised Code, discuss with the parent the adoption process and ramifications of a parent entering into a voluntary permanent custody surrender agreement, and provide the parent the opportunity to review the materials and ask questions about the materials, discussion, and related matters;
