Not later than one hundred eighty days after the effective date of this section, the department of children and youth shall adopt rules in accordance with Chapter 119. of the Revised Code that do all of the following:
(A)Divide the state into regions;
(B)Determine an ideal number of residential facilities for each region by reviewing the total number of children in foster care in the region requiring care in a residential facility within the past three years;
(C)Establish incentives to attract residential facilities to regions in the state that are below the ideal number of residential facilities needed to serve children in foster care, as determined pursuant to division (B) of this section, in order to enable a child to remain within, or close to, the county in which the child resid
