(A)Every other year by a date specified in rules adopted under section5103.0316of the Revised Code, each private child placing agency and private noncustodial agency that seeks to operate a preplacement training program or continuing training program under section5103.034of the Revised Code shall submit to the department of children and youth a proposal outlining the program. The proposal may be the same as, a modification of, or different from, a model design developed by the department.
(B)Not later than thirty days after receiving a proposal under division (A) of this section, the department shall either approve or disapprove the proposed program.
