(A)Prior to submitting the Title IV-A state plan required by section5101.80of the Revised Code to the United States secretary of health and human services, the department of job and family services shall submit the plan to all of the following members of the general assembly:
(1)The president and minority leader of the senate;
(2)The speaker and minority leader of the house of representatives;
(3)The chairpersons and ranking minority members of the house and senate committees with primary responsibility for appropriations.
(B)The president of the senate and the speaker of the house of representatives may establish a joint study committee to examine whether the Title IV-A state plan complies with federal statutes and regulations and state law. If the committee is established, the p
