(A)There is hereby created in the state treasury the security, investigations, and policing fund. Notwithstanding section5503.04of the Revised Code, no fines collected from or money arising from bonds or bail forfeited by persons apprehended or arrested by state highway patrol troopers shall be credited to the general revenue fund until sufficient revenue to fund appropriations for the activities described under division (B) of this section are credited to the security, investigations, and policing fund. All investment earnings of the security, investigations, and policing fund shall be credited to that fund. This division does not apply to fines for violations of division (B) of section4513.263of the Revised Code, or to fines for violations of any municipal ordinance that is substantive
