(A)The privilege of local option conferred by section4301.323of the Revised Code may be exercised if, not later than four p.m. of the ninetieth day before the day of a general election or a special election held on a day on which a primary election may be held, a petition is presented to the board of elections of the county in which the precinct is situated by a petitioner who is one of the following:
(1)An applicant for the issuance or transfer of a liquor permit at, or to, a particular location within the precinct;
(2)The holder of a liquor permit at a particular location within the precinct;
(3)A person who operates or seeks to operate a liquor agency store at a particular location within the precinct;
(4)The designated agent for an applicant, liquor permit holder, or liquor ag
