(A)(1) The division of marijuana control shall attempt in good faith to negotiate and enter into a reciprocity agreement with any other state under which a medical marijuana registry identification card or equivalent authorization that is issued by the other state is recognized in this state, if the division determines that both of the following apply:
(a)The eligibility requirements imposed by the other state for that authorization are substantially comparable to the eligibility requirements for a patient or caregiver registration and identification card issued under this chapter.
(b)The other state recognizes a patient or caregiver registration and identification card issued under this chapter.
(2)The division shall not negotiate any agreement with any other state under which an au
