(A)(1) Any person may petition the board of building standards to adopt, amend, or annul a rule adopted pursuant to section3781.10of the Revised Code, or to permit the use of any particular fixture, device, material, system, method of manufacture, product of a manufacturing process, or method or manner of construction or installation that complies with performance standards adopted pursuant to section3781.11of the Revised Code, as regards the purposes declared in section3781.06of the Revised Code, of the fixtures, devices, materials, systems, or methods or manners of construction, manufacture or installation described in any section of the Revised Code relating to those purposes, where the use is permitted by law.
