After the cleanup of a solid waste facility or a hazardous waste facility acquired and cleaned up under section3734.23of the Revised Code, the director of environmental protection may, if the facility is suitable for use by any other state department, agency, office, or institution and if the proposed use of the facility is compatible with the condition of the facility as cleaned up, transfer the facility to that state department, agency, office, or institution. The director shall continue to provide for the post-closure care, maintenance, and monitoring of any such cleaned-up facility as required by section3734.23of the Revised Code. If the director determines that any facility so cleaned up is suitable, because of its condition as cleaned up, for restricted or unrestricted use
