(A)For purposes of this section:
(1)"Early childhood teacher preparation program" means a program approved under section3333.048of the Revised Code, or a program that, upon completion of which, results in a credential, including a child development associate certification, or an associate or higher degree in child development or early childhood education.
(2)"Early learning and development program" has the same meaning as in section5104.29of the Revised Code.
(3)"Eligible institution" means all of the following:
(a)A state institution of higher education, as defined in section3345.011of the Revised Code;
(b)A private college, as defined in section3365.01of the Revised Code;
(c)An Ohio technical center, as defined in section3333.94of the Revised Code;
(d)A career-technical ce
