(A)As used in this section:
(1)"Home" has the meaning given in section3313.64of the Revised Code.
(2)"Preschool child" means a child who is at least age three but under age six on the thirtieth day of September of an academic year.
(B)Each county board of developmental disabilities shall establish special education programs for all children with disabilities who in accordance with section3323.04of the Revised Code have been placed in special education programs operated by the county board and for preschool children who are developmentally delayed or at risk of being developmentally delayed. The board annually shall submit to the department of education and workforce a plan for the provision of these programs. The department shall review the plan and approve or modify it in accordanc
