Notwithstanding division (D) of section3311.19and division (D) of section3311.52of the Revised Code, the provisions of this section and sections3321.15to3321.21of the Revised Code that apply to a city school district or its superintendent do not apply to any joint vocational or cooperative education school district or its superintendent unless otherwise specified.
The board of education of every city, exempted village, or local school district shall either employ an attendance officer, and may employ or appoint any assistants that the board deems advisable, or shall obtain such services from the educational service center with which the district has entered into an agreement under section3313.843or3313.845of the Revised Code, in accordance with the terms prescribed in that agre
