(A)As used in this section, "operating expenses" includes the cost of administering requirements related to the issuance and renewal of licenses, certificates, or permits described in this chapter and sections3301.071and3301.074of the Revised Code and any other cost incurred by the state board of education to perform a duty prescribed by law.
(B)The state board of education shall annually establish the amount of the fees required to be paid for any license, certificate, or permit issued under this chapter or division (B) of section3301.071or section3301.074of the Revised Code. Except as provided in division (C) of this section, the amount of these fees shall be such that they, along with any appropriation made by the general assembly, will be sufficient to cover the annual estimated ope
