If a treasurer of a board of education is absent from any meeting of the board the members present shall choose one of their number to serve in the treasurer's place pro tempore.
If a board of education determines the treasurer is incapacitated in such a manner that the treasurer is unable to perform the duties of the office of treasurer, the board may, by a majority vote of the members of the board, appoint a person to serve in the treasurer's place pro tempore. Each board of education shall adopt a written policy establishing standards for determining whether the treasurer is incapacitated, and shall provide that during any period in which the treasurer is incapacitated, the treasurer may be placed on sick leave or on leave of absence and may be returned to active duty status from s
