In accordance with division (A) of section3310.62of the Revised Code, the department shall make no payments under section3317.022of the Revised Code to an applicant for a first-time scholarship for a qualified special education child while any administrative or judicial mediation or proceedings with respect to the content of the child's individualized education program are pending.
