Except as provided in division (D) of section3310.11of the Revised Code, documents relative to the educational choice scholarship pilot program that the department holds in its files are public records under section149.43of the Revised Code and may be released pursuant to that section subject to the provisions of section3319.321of the Revised Code and the "Family Educational Rights and Privacy Act of 1974," 88 Stat. 571, 20 U.S.C. 1232g, as amended.
