(A)The department of children and youth is responsible for the licensing of preschool programs and school child programs and for the enforcement of sections3301.52to3301.59of the Revised Code and of any rules adopted under those sections. No school district board of education, county board of developmental disabilities, community school, or eligible nonpublic school shall operate, establish, manage, conduct, or maintain a preschool program without a license issued under this section.
