Except as otherwise provided under division (B) of section3301.54of the Revised Code, the issuing of any educator license designated for teaching in a preschool setting pursuant to section3319.22of the Revised Code shall not be construed as requiring any person who does not hold such a license to obtain one in order to be employed as a teacher in a pre-kindergarten program. However, a person hired after July 1, 1988, to direct a preschool program regulated by the department of children and youth under sections3301.52to3301.57of the Revised Code, other than a program operated by a nontax-supported eligible nonpublic school, shall hold a valid educator license designated as appropriate for teaching or being an administrator in a preschool setting issued pursuant to section3319.22of the Revis
