When a court determines at a hearing conducted under section3123.05of the Revised Code, or a child support enforcement agency determines at a hearing under section3123.04of the Revised Code or pursuant to an investigation conducted under section3123.02of the Revised Code, that the obligor under the court support order in relation to which the hearing or investigation is conducted is unemployed and has no other source of income and no assets so that the application of sections3121.03and3123.06of the Revised Code would be impracticable, the court shall issue an order as described in division (D)(1) of section3121.03of the Revised Code and shall order the obligor to notify the child support enforcement agency in writing immediately of the receipt of any source of income or of the opening of a
