There is hereby created within the department of children and youth the children's trust fund board consisting of fifteen members. The directors of mental health and addiction services, health, and children and youth shall be members of the board. Eight public members shall be appointed by the governor. These members shall be persons with demonstrated knowledge in programs for children, shall be representative of the demographic composition of this state, and, to the extent practicable, shall be representative of the following categories: the educational community; the legal community; the social work community; the medical community; the voluntary sector; and professional providers of child abuse and child neglect services.
