If the file of releases contains one or more releases that pertain to an adopted person and the department of health has an adoption file for the adopted person, the department shall transfer all of the releases pertaining to the adopted person, including releases for which withdrawals of releases were filed, to the adopted person's adoption file. An adopted person or lineal descendant of an adopted person who obtains the contents of the adopted person's adoption file pursuant to section3107.38of the Revised Code may use the releases, along with any contact preference forms placed in the adoption file pursuant to section3107.39of the Revised Code, in determining whether and how to contact a biological parent or biological sibling.
