The director of budget and management shall provide for reimbursement of the fees to the officers of the state on whose governor the requisition is made under section2963.21of the Revised Code, and all necessary travel in returning the prisoner at the rates governing travel that have been adopted pursuant to section126.31of the Revised Code, on the certificate of the governor of such state.
