The court of claims victims of crime fund is hereby created in the state treasury. The fund shall be used to pay the compensation of the judges of the court of claims, the compensation of any court of claims personnel needed to administer sections2743.51to2743.72of the Revised Code, and other administrative expenses of hearing and determining claims under sections2743.51to2743.72of the Revised Code. At the beginning of each fiscal year, the director of budget and management shall transfer cash from the reparations fund to the court of claims victims of crime fund in an amount sufficient to make the cash balance in the court of claims victims of crime fund equal to the sum of the appropriation for that fiscal year and all prior fiscal year encumbrances.
