(A)(1) The juvenile judge may determine that, for the efficient operation of the juvenile court, additional funds are required to computerize the court, to make available computerized legal research services, or both. Upon making a determination that additional funds are required for either or both of those purposes, the judge shall do one of the following:
(a)If the judge is clerk of the court, charge one additional fee not to exceed three dollars on the filing of each cause of action or appeal under division (A), (Q), or (U) of section2303.20of the Revised Code;
(b)If the clerk of the court of common pleas serves as the clerk of the juvenile court pursuant to section2151.12of the Revised Code, authorize and direct the clerk to charge one additional fee not to exceed three d
