The juvenile judge may enter into an agreement with the department of children and youth pursuant to section5101.11of the Revised Code for the purpose of reimbursing the court for foster care maintenance costs, associated administrative and training costs, and prevention services costs under the "Family First Prevention Services Act," Public Law 115-123, incurred on behalf of a child who is any of the following:
(A)Eligible for payments under Title IV-E of the "Social Security Act," 94 Stat. 501 (1980), 42 U.S.C.A. 670, and who is in the temporary or permanent custody of the court or subject to a disposition issued under division (A)(5) of section2151.354or division (A)(7)(a)(ii) or (A)(8) of section2152.19of the Revised Code;
(B)Determined to be at serious risk of removal from the hom

(C) At imminent risk of removal from the home and is a sibling of a child in the temporary or permanent custody of the court.
The agreement shall govern the responsibilities and duties the court shall perform in providing services to the child.
