Text
In case of any development or improvement, the assessments authorized by section1545.18of the Revised Code shall not in the aggregate exceed the cost of a development or improvement sufficient only to serve that need of the property to be assessed, unless the development or improvment has been petitioned for by the owners of not less than sixty per cent, both in foot frontage and in tax valuation, of the property to be assessed, consenting to a larger assessment than provided for in this section and section1545.18of the Revised Code, in which event such larger assessment may be levied to the extent specified in such petition.
Any owner of property to be assessed in accordance with section1545.18of the Revised Code may appeal to the probate court in the county in which such property is loc
