§ 7. Administration of the board.

1.The membership of the board shall\nbe the secretary of state, the comptroller (pursuant to his authority to\nsupervise the accounts of any political subdivision of the state), the\nmayor and four members appointed by the governor with the advice and\nconsent of the senate. Such appointed members shall serve at the\npleasure of the governor. The secretary of state shall be the chairman\nof the board and he or his representative shall preside over all\nmeetings of the board. The board shall act by majority vote of the\nentire board. The board shall maintain a record of its proceedings in\nsuch form as it may determine, but such record shall indicate attendance\nand all votes cast by each member.
