§ 28. New York state silver rose veterans service certificate. The\ncommissioner, in consultation with the adjutant general, is hereby\nauthorized to present in the name of the legislature of the state of New\nYork, a certificate, to be known as the "New York State Silver Rose\nVeterans Service Certificate", bearing a suitable inscription to any\nperson:\n 1. who is a citizen of the state of New York; or\n 2. who was a citizen of the state of New York while serving in the\nuniformed services of the United States, and who while serving in the\nuniformed services of the United States, or the organized militia on\nactive duty was exposed to dioxin or phenoxy herbicides, as evinced by a\nmedical diagnosis of a disease associated with dioxin or phenoxy\nherbicides, and any other proof deter
